We contract whole remodels, additions and exterior renovation in Carson City. It is the simplest jurisdiction in the footprint and it holds the most pre-1978 housing, and both facts change how a job is planned.
01One government
Carson City is a consolidated municipality: the city and the county are one government. There is exactly one Building Division, at 108 E. Proctor Street, and it reviews every address inside the jurisdiction. No city limit to check a parcel against, no second counter to be redirected to.
That reads as trivia until you have watched the alternative. In the Truckee Meadows an address one street from a city line is reviewed by a different department than its neighbour, with a different submittal format and a different inspection queue, and getting it wrong costs a resubmittal and weeks. What we still confirm before quoting is whether your specific scope, the exact work you want done, needs a permit at all: Carson City does not publish its like-for-like replacement rule in a form we could verify, so we ask the Building Division rather than assume, and we tell you the answer we were given, not the answer we would prefer.
02Pre-1978 stock
The historic West Side is 1860s-to-1910s fabric, and downtown and the post-war infill east of Carson Street add decades more. On a house of that age, paint applied before 1978 is the sensible working assumption on every surface the scope disturbs, inside and out, until testing says otherwise.
That assumption has a regulatory consequence, not only a health one. Work that disturbs pre-1978 painted surfaces falls under the EPA’s Renovation, Repair and Painting rule, which requires the renovation firm performing the work to hold EPA certification and to follow contained work practices, and it reaches exterior scope and demolition rather than interiors alone. So the first thing we establish on a pre-1978 Carson City house is whether the scope disturbs painted surfaces, what testing that calls for, and who is certified to perform the work that does. It belongs in the scope and the number before you sign.
03Older framing, older foundations
An addition on the West Side ties into framing from the 1860s to the 1910s, and downtown and the post-war infill east of Carson Street add their own decades of alteration. A century of that usually means at least one bearing condition that is not doing what the drawings suggest. A wall that was opened and never headed. A porch that became a room. A foundation that stops where an earlier addition started.
So the sequence on that stock is investigation before design. Enough of the wall and floor comes open to show what is actually carrying load. The bearing conditions and the foundation tie-in get settled on paper rather than in demolition, and they go on the permit set that goes to Proctor Street, with the pre-1978 testing and containment plan beside it. Nothing is ordered, cut or torn out until plan review is back. On a house this age the drawings are a hypothesis and the wall is the evidence.
04Scope
A straight run down I-580 from the shop, inside the distance where a superintendent can be on site twice in a day.
01
Roofline changes, porch rebuilds and footprint changes, with the framing and foundation behind them settled before anything is ordered.
02
West Side and downtown houses where openings are not standard sizes and a century of alterations has moved the structure.
03
Rooms and upper floors tied into older framing and older foundations, with bearing conditions established in design.
04
Layout first, then structure, then trades. Waterproofing and substrate are detailed before anyone chooses a finish.
More on two of them: home additions and whole-home renovation.
A window, siding or door job on its own is not work we quote.
05Permit, inspection, sign-off
We prepare the permit set and submit it to the Building Division on Proctor Street, answer plan-review comments ourselves, and schedule the inspections. Because there is one authority there is one review to coordinate, which is the biggest scheduling advantage Carson City has over the Truckee Meadows.
On pre-1978 work the permit is not the only paperwork: testing results, containment method and disposal sit alongside it, and we would rather have that conversation in design than at a stop-work. At close-out you get the approved drawings, the inspection record and the manufacturer documentation, and the final draw follows the signed punch list.
06South of the city
South of Carson City the jurisdiction changes again. Gardnerville, Minden, the Ranchos and Genoa are Douglas County, reviewed by the Community Development building division in Minden on the county’s own portal, under its own rules rather than Washoe’s or Carson’s.
Two things shape the work down there. Downslope wind off the Sierra escarpment is strongest along the Genoa, Jacks Valley and Foothill Road front, which is where a porch roof, a deck and the roof tie-in on an addition are detailed for uplift rather than copied from a Reno drawing. And cold-air pooling on the valley floor produces some of the lowest overnight minima in western Nevada, which is a detailing problem for any addition tied into an older house. We confirm the Douglas County permit path for the specific scope before we quote it.
07Questions
Contracts, draws and change orders are answered on the home page. These are about Carson City.
No. Carson City is a consolidated municipality, so city and county are the same government and the Building Division at 108 E. Proctor Street reviews every address in the jurisdiction. One counter, one inspection queue.
Yes, in three places. Paint is assumed to predate 1978 until testing says otherwise, and the containment that follows is part of the scope. Original walls and openings are rarely square or standard, so an addition or a new partition is laid out from the house as measured rather than from the plan. And a century of alterations usually means at least one bearing condition that is not doing what the drawings suggest.
Investigation, before design. We open enough of the wall and floor to see what is carrying load, because a century of alterations rarely matches the drawings. The bearing conditions and the foundation tie-in are settled in design, the permit set goes to the Building Division on Proctor Street, and on a pre-1978 house the paint testing and containment plan sit alongside it. Lumber is ordered after plan review, not before.
08Start a conversation
On a pre-1978 house the honest first conversation is about what is behind the paint and inside the wall, not about finishes.
